County officials on Tuesday declared incumbent Democrat Joyce A. Teal the winning Sand Lake town clerk candidate with a three-vote edge.
But the battle for the post may continue.
Teal beat Republican challenger Charlotte Foster, 1,468 to 1,465, Elections Commissioner Thomas Wade said after seven ballots were opened at board of election headquarters.
Six were affidavit ballots - votes with address or other discrepancies that were resolved by the board of elections - and one was a military ballot.
